To discuss governance theories and maritime governance broadly. To provide a broad
appreciation of the role of the IMO, national governments and other stakeholders in policy
formulation and the administration of maritime affairs. To define and examine “maritime
governance” and “maritime administration” conceptually. To consider the evolution of
international law in maritime education in particular within the ambit of the International
Maritime Organization, and the human element issues that underpin educating for the
maritime industry and maritime governance. To apply different governance theories and
models to the evolving nature of global MET.
